Board of Commissioners’ Duties

All Board Members

  1. Attend all quarterly meetings, annual meeting and special meetings as required by state statutes.
  2. Continue education on lake management to keep current with State regulations and statutes.
  3. Attend City Council meetings when agenda items pertain to Montello Lake

Chairperson

The primary responsibility of the chairperson is to direct the activities of the District, inside and out, to facilitate the board’s vision for the District’s future.  This includes guiding other board members, volunteers, vendors, employees and consultants along the main objectives.  The Chairperson is required to balance objectives internally and externally and to analyze the risks involved before making any major purchases or investments or initiatives, in order to sustain the District.   The Chairperson has a high level of visibility, and represents the board at public meetings, vendor conferences, and public events. 

The ability to work with people, and resolve conflict, are important skills.  It is also beneficial to possess highly refined interpersonal skills, and to be comfortable with public speaking.

  1. Lead all meetings
  2. Coordinate with consultants, vendors, suppliers, etc.
  3. Function as lead contact for the DNR
  4. Work with consultants for projects, grants and initiatives
  5. Coordinate public communications
  6. Ensure the District is aligned with all state statutes regarding the District and its business conduct
  7. Act as a conduit for board members and citizens
  8. Manage any formal bidding process that may prove necessary
  9. Write official district position papers
  10. Other duties not contemplated in this document or other job descriptions

Treasurer

The primary responsibility of the Treasurer is to direct the financial activities of the District.  This includes managing the finances, reporting, monitoring and ensuring compliance with Federal, State and local regulatory requirements.  Work with volunteers regarding an annual MLIPRD financial audit.  Ensure that the financial state of the MLIPRD remains healthy and sound.  Work with local government agencies on annual MLIPRD district assessments and remain within statutory mill rate guidelines.

The ability to work with accounting principles, accounting software and an affinity for numbers and math are key skills.   Above average communication skills and attention to details is necessary.

  1. Maintain records in accordance with General Accounting Practices (GAP)
  2. Weekly payroll duties
  3. Monthly pay all invoices due.
  4. Prepare quarterly financial reports
  5. Prepare other quarterly reports for District Board Members.
  6. Prepare annual financial reports for Annual Meeting
  7. Reconcile with County Treasurer report of Assessments paid.
  8. Receive all monies due to the District
  9. Monthly reconcile all financial accounts
  10. Ensure all IRS and State income tax reporting, notices and records are in compliance with these governing agencies.
  11. Comply with annual financial audits.
  12. Reconcile bank statements with accounts
  13. Prepare annual MLIPRD Budget along with other board members.

Secretary

The secretary is principally responsible for all official communications originating from The MLIPRD Board of Commissioners.  The secretary is also responsible to ensure that the MLIPRD is in compliance with all statutes regarding public meetings, record requests, record maintenance and communications. The secretary also works with our web page volunteers to ensure that information is accurate and current.  The secretary will assist the Chairperson in directing the activities of the District, inside and out, to facilitate the board’s vision for the District’s future. 

The ability to work with people, and resolve conflict, are important skills.  It is also beneficial to possess, above average written and verbal skills.

  1. Take minutes at all District meetings.
  2. Prepare all meting agendas.
  3. Complete draft minutes of all meetings to present for approval.
  4. Provide copies of minutes and agendas for all meetings.
  5. Prepare and submit required documents to DNR when necessary.
  6. Place official meeting notifications in prescribed manners, per statutes.
  7. Coordinate with web page volunteers to maintain current and accurate information
  8. Ensure compliance with statutes regarding open meetings, open records requests, record maintenance and communications.
